Unlearn a skill

Is it possible to unlearn a skill for a survivor? And if so how?

I have skill books I want to use but can't because the character keeps saying nope or what am I thinking.

Actually need another book, I forget the title, that will allow you to reset/respec. I have 2 I believe, probably from a trader.

Can you buy this book more than once?

5th (community skills) can't be retrained. The other ones can by buying retraining manuals from the Mysterious Wandering Trader, a rare trader that only shows up on friday-monday.

So how can I find a survivor that doesn't have a fifth skill? Because I need one with programming and I need another electrical engineering or whatever its called.

By chance. You can hire lots of survivors, and if they don't turn out to have what you need, let them go right out the revolving door.

You can preview survivors before you recruit them. Anyone who knows anything about anything gets left in in the wasteland. Talentless schlubs only please.

OP, more specifically, your fastest way is to befriend an enclave and once your rep is maxed out you can grab one of their member for little to nothing. In my current game, most enclave have survivors with no 5th skill. So it's perfect to "build" the survivor you need. The downside though is that they also don't seems to have many traits. Most of them have 2 or maybe 3 if lucky.
