You can calculate roughly how much Influence you would get back when moving by adding the Influence cost of the base you're living in + each Outpost with upgrades. Then using 65% of that sum as the amount you get refunded.
Usually that means 3500 + 300x6, or 1100x6 if you have upgraded them all to lvl 2... and so on.
So if you get back 65% (ish) of 5300, that's 3445, on top of what you already have. To be safe, I'd go to the Bounty Broker and buy stuff until I'm down to 6000i before moving. If you don't have that much Influence yet as you're earlier in the game, I would worry more about making sure I can afford the base I want to move into right away (after destroying a few Plague Hearts if necessary).
What I do before moving is to produce stuff (energy drinks, strong painkillers, ammo, fuel bombs or gas cans) until I have 25 of each resource. Of course, before I have a cook and a chemist, I won't waste Food on producing measly Snacks. Before I have a pharmacist and a medic I don't waste Meds and Ethanol on regular painkillers. Before I have Rifle/handgun presses I don't waste ammo "sorting". And before I have a Workshop 3 and a Filling Machine I don't produce (much) Fuel Bombs either. Taking excess rucksacks with you in cars until you do is wise.
