as I read it appears only once per community if it is anything but your first playthrough the core will not appear , seems the same happens with side quest like mickeys loot locations , etc

Are you using any mods?
Some mods will break that part of the quest.

If you have already picked it up then you can never pick up another one with out using the "Community Editor" program from the Nexus to add one to your supply your out of luck with this community.
