3) Leaving a map without completing your legacy will also refund about 55% of influence for outposts and even your base iirc. I think the same applies when changing difficulty but I've never noticed.

Only materials that are refunded to you, are the ones you spent building base facilites.
It only applies when changing Map difficulty, since that resets the map and puts your community back in the starter base. Action and Community difficulty can be changed on the fly, without any changes in your current game progression.
About #2; I often get ~300 Materials back when leaving a fully upgraded 3500i base for a new map. I doubt this is only due to level 1 basic facilities because these are the cheapest to build, so in my experience all Materials used are returned yes.
300 materials? Are you using mods that require more materials to build base facilities? Since in vanilla game, getting 50 materials back when switching the base/map is at the upper range.
I just went from Mohr and Mohr Distributing to Whitney Field (Cascade Hills to Meagher Valley). I had a Watchtower 2, a Infirmary 3, a Kitchen 2, a Indoor Beds 2, a Luxury barracks, a Farm 3 and a Trading Depot. Arrived with north of 200 materials, think it was 230 or something.
If it was just the basic facilities you got back, that should have been 25 + 35 + 15 + 15 + 15 + 15 + 15 = 135 + ... I think I had like 14 Materials when I left. 150 then. At the same time, the upgrades cost more than 100 Materials, that's for sure. So maybe the basic facilities are refunded in full, but the upgrades are only returned 50% or so.
Edit: Just to put it in scale. I only needed to go get more Materials in order to upgrade the Workshop to Workshop 3 after constructing a Luxury barracks, a Trading Depot, a Lounge 2, Infirmary 3, Storage 2, farm 3, Kitchen 2 and of course Workshop 2. Later I of course had to go get even more materials to get to Lounge 3.
Most what i've played on, is Nightmare. Did try Lethal too but that was too crazy for me.
