Electronics on the other hand is I believe the more rarer one, but easy'ish found at government builds: electric, water (not likely towers), and those electrical boxes you see while driving and behind buildings.
They're the ones kind of out of the way.
Ethanol: Taverns
Cases of Chemicals: Large fuel tank refueling sites (since the blue drums are map-specific)
Scraps of Circuitry: Power substations
As for the blue chemical drums map-specific good sites:
Drucker County: behind the farm supply store by the crossroads north of the plateau town
Meagher Valley: behind the cell tower west of the starting base
Cascade Hills: None (that I remember right now at least, only randomized within other sites)
Providence Ridge: None - same as in Cascade Hills
There are also some barrels within other sites that are hard-coded to always have Cases of Chemicals in them:
Cascade Hills: the silos by the mine behind the Container Fort
Meagher Valley: the silos in the upper left corner
Providence Ridge: the unfinished housing project in the upper left corner seem to have a high probability of flashing barrels even in Lethal... the ones that are not empty
