Survivors use food proportional to your difficulty setting, the higher the difficulty the more they eat.
Certain base buildings use food for different effects, a kitchen for example can use food to boost morale and stamina for a limited time.
In order to gain knowledge of computers, you'll need a survivor with that knowledge. You can find Enclaves around the map that need your help, and upon completing a quest, you'll be able to spend Influence to recruit their members. Inspect their members and look for someone with that skill.
Be careful though, depending on your base you can only have a limited number of survivors. The max is 12 I believe, and will be lower for smaller bases. If you're maxed on survivors, you won't be able to recruit a new one. You'll need to dismiss someone if you're maxed out, and you'll need to give them the news in person.
Alternatively, some survivors don't have a fifth skill. They can be taught how to use computers with a skill book. I'm not sure which trader sells the book, but trader inventories are largely random, so even if you find the right trader, he might not have what you're looking for. Keep going to traders and looting until you find it.
If you're being sieged by zombies, there's an infestation close by. Infestations are spawned by active Plague Hearts, and creep across the map towards your base. Infestations are green on the map. Siege infestations are orange on the map. If there's an orange infestation, clear it, zombies will attack your base from that infestation. If you want to stop new orange infestations from cropping up, destroy the awakened plague heart. Use molotovs, bombs, radio commands if you have them.
If you really need the food, cut loose some of your other outposts and restructure your base temporarily. You won't lose much materials from demolishing constructions. Grab more food outposts if you have influence, otherwise build some Gardens and use Seeds to boost their yields temporarily, it'll get you in the clear for a bit. If you have a lot of influence, and your happiness is really low, I'd recommend upgrading your temporary food outposts if you have no other option, since people will leave if they get too unhappy. I've never had people die from starvation, don't even think that's possible, but it may affect everyone's fatigue, making them more useless.
On lower difficulties, the survivors eat 1 food per day per head. On Nightmare and Lethal, it's 2 iirc.
So if you have 3 food outposts, you get 6 food, right? Or is it 3 if you're on Dread or lower difficulties? I can't remember anymore. Anyways, if the daily income is 0, this means that your consumption and the income is equal.
You can get the Computers skill by recruiting a survivor who has the 5th (community) skill Computers. Or by having or recruiting a survivor with no 5th skill and then finding or trading for a Computers skillbook that you then consume with that survivor. Edit: it's the Parts trader.
Edit: you asked more questions so I guess I'll answer those too.
The maximum amount of Outposts is 7. To get that, you need Command Center 3, a Network Signal Booster mod for it (only available from the rare Network wandering trader), and a Red Talon recruit with the Hacking 5th skill. I tend to want to nullify the daily upkeep so that all my time and efforts are about taking steps forward and not keeping the community afloat.
Unlike previous years, this year a new update changed how Infestations work. They are now caused by your actions, and are not on a timer. Infestations are now caused by you killing zombies (or Screamers screaming) within the Plague Zone of a Plague Heart, or attacking the Heart directly. The Heart then awakens and start sending out Infestation Hordes to sites around it, including your Outposts and around your base. Some of these are Siege Infestations that when built up to at least 5 Hordes (iirc) may launch a Siege on your base. You can keep clearing the infestations, or best option kill the awakened Hearts. Unless, of course, your NPC survivors are armed with full-auto-only guns and/or .50 cal rifles. Then you can farm Prestige (Red Talon currency) by letting the Sieges happen. When I'm in that position (mid-late game), I often go around awakening the Hearts I deem most suitable to build Sieges without disrupting much of the map. Before that, I do my best avoiding awakening Hearts.
Since move to 2nd base, i quickly destroy 2 plague heart before i found my 7th survivor to build garden.
I though that will make less zombie roam near my base, totally wrong move for rookie me.
Infestations non stop happening now and too fast, busy destroy of all them cause
myself no time find resource.
Now waiting allow recruit from new allied survivor, if failed guess i better restart new game.
Hostile survivors too tank and pain, had to lure hundred zombies to them even i just play in normal mode.
If you destroy the Plague Heart they spawned from, the Infestations will wither and eventually disappear by themselves. Don't forget you can set bait and traps at Outposts to stop Infestations growing, as long as your Outposts are in strategic areas.
defense mines need 25 parts and 1 bullet, won't you have resource limited in-game?
since resource doesn't re spawn, i only carry crossbow whole the game.

Do you level up every survivor skill them or just a few?
Paper note, can trigger new missions from wiki or reddit said but mission is auto accept or i need find place or met someone

There is no resource limitation on Normal difficulty. You will get everything you could possibly want on a single map. Especially if you get a Trade Depot so you can call traders and that way get 2-3 rucksacks of each type every 1,5 hours or so.
Limited yes, but what's the point of hoarding resources when you could be using them to make your life easier? Enclaves refresh their trade goods every day or so, so you can buy resources from them if you really need to, and the Radio Command 'Find Resources' actually makes a resource bag spawn for you at the location it tells you to go; so even if you looted the entire map, 'Find Resources' will actually spawn resources for you to find. Added to which, you can simply establish Ammo Outposts to generate passive Ammo income.
Don't feel you need to only use a Crossbow - bullets are there to be used; they don't do anything for you sitting in your storage. NPCs don't track ammo usage - simply give them a gun with 1 bullet in it and they'll be able to fire infinitely - so you don't need to worry about keeping other survivors stocked with bullets if you're not playing as them.
All of them; there's no reason not to develop each and every survivor and all their skills.
I don't recall any missions that specifically start with reading paper notes - usually you find them as part of an ongoing mission. There are plenty of 'lore' and useless paper notes you can find randomly though, such as ones that say 'CALL MOM' - these have no purpose whatsoever.

I did radio twice survivor destroy infection zone too, so worried they will die
