The option to turn them on or off doesn't appear right away when starting a new community. I think it takes a day or so. Unfortunately, in my experience, there are curveballs active on day 0.
It might vary per difficulty though.
The option should be in settings, gameplay then about the 6th option down. You have to do the first two curveballs though for it to appear in the gameplay menu though.
I would suggest setting the difficulty to green to do the tutorial and curveball events. Makes it easier to get past. A shotgun and molotov's to take down the lone raider.
Once done you should be able to disable the curveball events in the gameplay menu. Then put the difficulty back to what you're comfortable with.
Hope that helps, I feel your pain.
I was already struggling to get back in the game. First community randomed into Trumbel and quit when escorting Ray to the Clinic and tried a PH unprepared.
This new community was actually going well (Day 4) but you that feeling when you are engaged and having fun.....yeah I didn't have that.
I think Bailing and uninstalling might be best.
