That folder is where you saves are for State of Decay 2. So he wants you to move that whole State of Decay 2 folder in case one of your saves or another of the files in that folder is corrupt and therefore makes the game crash.
I don't play with mods myself but that folder might also be where mods for State of Decay 2 are installed. If mods are not updated when the game update the game might also crash since there is a conflict.
Even if you uninstall the game I don't think that "AppData --> Local --> State of Decay 2 folder" disappears. Which is why he wants you to at least temporary move that folder to see if anything in that folder is the problem which causes your game to crash.

Many mods are broken by the update, as they always are. In like bizarre ways.
If OP said I dont have that folder then its an indication that there are pending windows updates locking the API apps. But they said they rebooted the computer so i assume thats not it
