I don't actually know whether lowering standing by killing or exiling survivors also lowers the difficulty, but most people seem to agree that it does.
As you said the "community standing" is total standing points the community has collect. regardless of any specific character.
that CS total is a tally that never decreases only increases. A characters death doesnt subtract anything. and characters that are heros with maxed out standing still add to the tally as they complete the things you mentioned
So that being the case, removing NPCs won't do anything to reduce that bump in difficulty. The potentially removable NPCs contribution to the CS total is already tallied into the CS total 'valuation'. Interesting. Thank you all for the clarifications.
