All 12 survivors won't physically appear in the base at the same time. Don't recall the limit. (I think it's 8)
Devs have stated these limits exist to avoid some bugs, so in theory they shouldn't cause problems.
It also makes the game more unforgiving, since I, at least, am not going to kick out 2 more survivors down to 9 if I lose a survivor - and then grind the game until I get a trio to recruit again. That's game over for me.
Then again, I don't finish legacies anymore. Getting to 12 and maxing everything out is what I play for. So it's sort of a "secret gamemode" you get to unlock when you like the gameplay loop but have tired of the legacy missions. The community building phase of the game is the best one by far.
In other words, if you want to finish the legacies as a goal you have set for yourself, going to 12 survivors and maxing them out is kinda overkill. You're fine with 3 since you only need to kill the Hearts and then do the 3-4 missions afterwards (except for the Builder legacy).
More survivors can definitely be ok but I found it had pros and cons. You have more mouths to feed, more resources used, and if you’re running red talon agents many of them can have extra bed usage, extra food consumption etc.
I found the pros and cons to pretty much equal out. So I say if you aren’t having trouble maintaining your resources with 12 go for it, but if it gets challenging then don’t bother because It isn’t really necessary.
Now after experimenting with the Community Editor I had 20 that played well with no problems other than have to fun food all the time.
