Just like you, they will regain some health when getting up after having been downed so that there is this "flailing man" symbol over their heads rather than the black/red rectangle.
Just like you, they accumulate trauma and injuries much quicker when they are downed. And just like you, they get increased health and reduced chance of trauma/injuries from having Endurance and certain traits.
So in order to kill a hostile human, make sure they go down (1-2 7.62 rounds), and then move up close and strafe a bit to see their heads better (they always fall away from you). Then fire 3-4 7.62 rounds into their head-area. This should kill them even if they have Endurance and/or traits. Even if it doesn't, one round to the head should down them again, for another attempt. The key factor here is that you have like 5 seconds to deal lethal damage, otherwise they regain health and you have to start almost all over again. This makes lever-action, bolt-action rifles and revolvers nearly useless against hostile humans -especially on higher difficulties. The fire-rate is just too slow. The x3 repeating crossbow can do the trick if the NPC is already severely injured.
It is difficult dealing lethal damage when they are down with melee weapons and cars. On Nightmare and Lethal, melee weapons aren't really viable against hostile humans. Again, if they are near death, you may kill them with melee weapons, but they are not suitable to bring them to near death alone. The relevant stat is Impact, but Heavy Melee is slow - maybe it would work with a Powerhouse power strike or two. Swordplay is much quicker but deal almost no damage. Your best bet is a Blunt weapon, but melee is generally to be avoided. As for cars, only quick, upgraded cars are effective. You need to be able to rock back and forth like a pendulum hitting the hostile human once per second or so. It's frequency that counts, not speed. Pin them towards a wall that prevents them from bouncing away but remain in the same place as you bonk them.
Other than this, calling in zombies is a way safer method. Zombait, a drone strike marker (inside their house), a Boombox or simply driving around honking the horn should draw in the zombies and then it is just about getting out of sight while being close enough to hear the action so that the zombies don't become idle. Once a Screamer joins the party, the attack should be self-sustained.
People also like throwing Bloater Gas Grenades at them. This is an effective method.
The most lucrative method is to ignore them and rather hope for the Crossbow Killer mysterious broadcast mission, or the zombie attack call for help misc mission, to pop up, killing them for you and possibly rewarding you with a X3 crossbow or a new recruit + the X3 crossbow if you're 4 or less people at the base.
thanks for the thorough explanation. I only ever use melee on them when they are down to conserve ammo when i dont have an ammo press. most of the time the zeds will ignore hostiles, so they all gang up on me it seems. I will try with the bloater nades, ive seen how effective they are so if I get some it should work splendidly. ill take everything you've said into account.
Ferals are poor and the AI has autoaim and unlimited ammo, so they will eventually go down. They can also spot you from full rendering distance away, and will ignore everything else.
Bloaters will trip on their pinky toe before making it to the humans.
Zs might just group hug them. I found sniping a few from a distance can force them back into acting again.
Roof tops are best, especially if you crouch and toss other noise makers away from you.
bloater nades only take one to turn the humans, so ammo wise they're efficient.
.50 cal from a long distance works as well, since the humans won't be shooting at you.
