Can Mickey wickerson or Ray Santos be recruited in heartland?

Just started playing heartland the other day and was curious who's recruitable? I cant seem to find an answer on google or reddit. I know you can recruit Izzbee but I was wonder if theres other special people you can recruit or is the game scripted to who you can get?

Also is there anyway to get more than 9 people like on regular campaign? I noticed theres only 3 enclaves on the whole map.

No neither one can be in any version of the game. You can get 11 in Heartland by exploiting a bug. (Not really a bug per-say.)

In the main game you can get 12 total, first get to 9 and wait for the soldiers to start there mission.
Do all there missions up to bring there friend back to them, then when they call again to take out infestations say no and later in the game they will offer to join.

Been a while since I played through heartland, but I don't believe Ray or Mickey are characters you can recruit As far as I remember all the enclaves that appear throughout heartland are predetermined; you don't get any random/generic enclaves to recruit from. There is a point (maybe more? Again been a while, sorry) where you have to make a choice which will result in a person joining your community whilst losing access to the other- but outside of that all characters you recruit are set in stone.
