can't claim a specific outpost?

Quik-ER urgent care near the unicorn steel frame statue.

Says you can claim this outpost.
I just moved to this cascade hill map.


Influence is enough (9999)
Outpost slot is open. (2 of 6).
Plague heart destroyed.

The the claim button is grey out.

I tried to claim it before anyone live inside.
A little story why it may matter:.

An automechanic survivor in a random enclave asked help to move in that area.
I helped them move there. Cleared the plague heart there.
Found the empty Quik-ER, tried to claim it, but can't. It's empty.
No zombie around.

Next random mission was that automechanic enclave that just moved in, missing one person. Found him in that Quik-ER. Coincidence? He refuse to go back and thinking to live on his own. Finished the quest by telling the other enclave of his decision. But that quik-er is still unable for claim. It does not have the normal save zone area for a friendly enclave, not listed as enclave home. It is still listed as able for claim.

That's weird...

Yeah upcoming missions sometimes claim a site beforehand.

Edit: the site will probably be claimable once you finish the last Mechanic mission.
