empty rare weapon cases?

I've been going map to map to get rare weapons, and half the time like 70% of weapon cases are already open when I go there. Wtf gives?

yup there used to be more but somewhere along the way probably after a certain update it was reduced. I don't know if it was accidental or on purpose. Also most of the time I keep finding alcohol more than weapons

Same as any loot at higher levels there will be less
