devs need to give better ways to get better folowers and just RNG
It lets you basically create your own characters.
Curious as to which map you’re playing. I find this issue more on the Trumbull Vally map.
You'll eventually get a mission that allows you to recruit 3 enclave members even if you're at the soft cap of 9 community members, tho I dont know which mission it is exactly.
If the 5th slot survivor doesnt have a 5th skill than yes you can give them the scrum book. 5 is the max skills a character can have.
well i wasted a 5th slot survivor that i found, all adding labors with scrum book does is speed up facility tasks. otherwise useless that i can see, doesn't allow you to add any new survivors at all, now i need to exile the new guy because hes now useless too and find someone else again. Yay, fun real fun
the real problem are the bad traits you see first when the NPC is recruited....
1. Soldiers Enclave. These guys usually have Discipline mental skill and no 5th skill, making them the best choice for doing this. You can tell they are the -real- soldiers enclave by their first two missions being a guy asking for help clearing an infestation and then wants to be driven home to his base. The next one is a visit to their previous base to retreive a gun. You can cancel that "enclave project", and then after a while they ask to join.
2. The second best is the Alcoholics Enclave. These guys have Chemistry and Bartending skills if not no fifth skill, and I at least would always want two chemists in my community. Bartending is actually useful with a Still 2, as it gives a bonus trade item.
3. The third best is the Mechanics Enclave. After helping them retreive some Parts from a destroyed Norma, the next mission can be cancelled and then they will ask to join after a while. These guys have the Mechanics skill, though, and nobody needs three of them I guess.
4. The whiny losers Enclave. These guys are all useless, the worst of the worst. If you give them enough stuff, they will eventually want to join.
