Report a translation problem
State of Decay 2 only reads the controller in "port 1." On my desktop I have a ASUS ROG Chakram X mouse, which has software making it read as a controller. So, on my desktop, I have to play this game with KB+M, which isn't that bad (the alternative is uninstalling the drivers for my mouse, which I don't wish to do every time I turn on this game).
On my Deck, I can't play docked with a controller because, yet again, the Deck's built in buttons+sticks are read as controller 1. The wireless controller synced with the Deck does absolutely nothing while it's docked when SoD2 is running. Ergo, playing SoD2 when I'm downstairs instead of in my office simply isn't an option unless I want to play my Deck handheld, which again, isn't bad.
I just have no idea how to get around this controller port 1 issue that this game has, but I do believe this is the correct diagnosis for both of these issues, one of which is identical to yours.
