my old 1050 laptop card can run it stable at 50-60 fps mid setting but the gpu temps were constantly at 80-85 degrees, so i locked it at 30fps from nvidia panel and now the temps dont rise above 70 degrees.
3080s run hot, and maybe your cooling solution sucks.
Fun fact: GPU's are meant to run at 100% usage.
Temps vary because the cooling solutions vary and some are not as good as the others, especially those GPU's that are called, "Blower" "Blower Edition" as those heatsinks are very small and do a terrible job at heat dissipation and they lack proper fuses on the actual board (generally, these are cheapo boards, or discount GPU boards).
if you are getting stutters on Ultra on this game with a 3080 you either have a CPU bottleneck or a bus bottleneck
