Usually, the one you send into the pool should have best-in-slot traits or whatever trait you personally liked and fully stocked (packed every inventory slot, to transfer loots weapons rucksack to future community that summons it).
As for regular generating more survivors, you get them from creating community (roll the dice) of new survivor's traits to something you want (or use mod if you want to "cheat your way"per se) and use them to complete legacy quest (not necessary use ad leader but when complete a campaign you get to select 3 survivors to send to legacy pool).
During the game play, you can get more survivors by recruiting enclaves shows up on your map that has reached Allied status (or for some cases recruit as a whole community with specialized quest but they usually sucks with horrible traits). Use radio to Look for Survivor and an enclave will spawn near wherever you at at the moment of using radio.
Note, when you get over 10 enclaves it can be buggy and no enclaves offers quest for you at all, preventing you get Allied status. IIRC 15 is the maximum allowed enclaves on one campaign map including bounty hunter enclave.
Note 2 to note - you can get over 15 enclaves if you're doing Sheriff and Warlord legacy (spawn hostile enclaves), but your game will get very, very laggy when visiting these hostile enclaves with frequent stutter because they are "technically" over the map load for enclaves.
Also note that you can send more than 3 to the Legacy Pool upon completing a Legacy. Not sure where the 3 restriction came from but it's not true.
Also note that I've had 19 enclaves on the map at once and never had any lag issues at all and no issues with enclaves not offering quests so don't be afraid to build them up as needed.
What's the fun in it though if you just basically use god mode on selecting chosen one survivors.
For anyone who care you can have up to 25 survivors in a single community if you use certain mods and all enclaves gives rucksack as reward.

15 Enclaves + The Bounty Broker = 16
Add a couple more that spawn with the Sheriff or Warlord Legacy and you can easily have 18+ on the map at once. And again, no lag.
I do this when I have 9 and the 3 will give me the max you can have in game.

The 3 are in the "Special" section called: Automechanics, Boozehounds, and Soldiers enclaves. (This is as the wiki says.)
I have not been able to get the Automechanics and Boozehouds to join but the Soldiers are very easy by doing all there quest until they want to take care of more infestations called "A Clean Slat."
