How Do I Open More Outpost Slots?

Upgrade Command Center.
For maximum level you need survivor with Computers skills.

Buy mod from Network trader that unlocks more outpost slots.

You can get a max of 4 outpost slots by upgrading the command center (and every time you move bases the command center stays upgraded automatically).

You can get +1 or +2 outposts from facility mods (Signal Antenna or Network Signal Booster), but the +2 can be a little difficult to find from vendors or random events.

You can get another +1 from recruiting a Red Talon operator with the Hacking skill, but that requires the "Prestige" currency from the Daybreak horde game mode, and a bit of luck.

For a total of 7 outposts in the normal campaign, maximum.
