To carry it even further.. You don't have to build anything at all in the FO world, it really is optional. In SOD base an outposts are mandatory. FO wasen't really designed for "survival" long term, SOD is. About the only thing they do have in common is "living though end of days" SOD an FO r nothing alike in other ways. Then too the settings are different, one's set after a nuke war, ones set after a "natural" disaster. Also SOD is only 2 or 3 years after the outbreak, in the FO games, it's been at least 200 years. Having a hard time figuring out other similarities
Fallout 4 and SOD 2 are completely different, they just share the very very basic stuff e.g. they have guns, post-apocalypse and stuff like this.
Vehicles, (barbones) multiplayer, inventorymanagement, 1st vs 3rd person, and so much more is different in these games.
Why play Fallout 4 or SOD 2 when you can play SIMS or ARK or resident evil?
They all have many similarities, you need an OS to play it, you should be human to play it, they have minimal and recommended hardware requirements.

Why play Foorball manager if you can play Police simulator?
Coz SOD 2 dont have Mini-nukes or Gatling lasers
