The problem with the workshop and mods is it installs mods regardless of the order they should be loaded. There ARE mods with any game that should be loaded either early or late in a load order. Long time modders know this and install their mods manually, obtained normally from other sources like The Nexus, and place them in the proper load order.

Steam Workshop is the last resort to use for long time modders, used only if mods are only available there AND the game studio actively supports modding and has made a mod loading tool that does allow load order adjustment. En example would be The Creative Assembly, with Total War games.

Go to the Nexus and the modding discord. Over half the mods on the discord are also hosted on The Nexus.
