Campaign with tutorial, it gives you the smoothest early playthrough.

Oh definitely the campaign. It gives you a tutorial telling you about the basics on how to survive and getting resources and building up a community.

One or two campaign maps for the skills. Then Heartland for the story after the first game. Then the Trumbull Valley campaign map. It has several smaller stories in it for the third part of the Trumbull story and takes place after Heartland.
