Is your moral with character so low that any further penalty will trigger him leaving? (also double check his traits to see if any give him a lessor threshold for negative moral)
If so, you might be able to counteract it by building facilities or doing actions that raise moral first before completing the mission.
You can A) Agree with your survivor who says they will leave and NOT enlist the help of the convicts, or B) Do it and see if they leave the community. I don't doubt they would, but haven't chanced it to see. The first time I said fine we won't do it, and then promptly exiled the member who questioned my authority, since the community is definitely not a democracy.
Since then I just don't help them. Eventually soldiers will arrive on your map offering the exact same terms of help against plague hearts.
Thus if he is already flirting with low morale then the penalty could hurt him.
