CLEO Relay supply drop failure to spawn everytime?

I've built a CLEO Relay in my Providence Ridge Sawmill base
but every time i use it, it just start activation for a few min and when the bar is done it says CLEO connection failure. no siege or drop is generated, and refund my PP or Influence.
It fails every single time... my radio supply drop from enclave bonus works fine, so it shouldn't be a no empty drop point space problem.
also tested this at the Prescott Fire Station, no luck. not a single time.
I think something is bugged with my save file....
