Need tips for my community
I have 8 survivors currently, but I know the game can let you handle up to 9, yet it won't let me recruit anybody for some reason. I need to teach somebody computer skills and I can get rid of the person that has "political science" but then I'm worried the game won't let me recruit and I'll be stuck at 7.

Or if I can find an enclave of 2 once I get rid of somebody would it allow me to take them and bring my count up to 9?

Also is there any repercussions for exiling one of my members? Will they go join or found their own enclave and hate me or something?

The max a community can get is 12. Though, once you reach 9, then you can't automatically recruit any regular way. The only way after that is like special enclaves, or personal missions from your community. I honestly have no idea why you are having trouble getting your 9th, tho. Sorry.

From what I've experienced, exiling a community member just makes them disappear from the game. So make sure you take all their equipment before you do it. There's no negatives to exiling them either, that I'm aware of.

Oh, I thought that the max in this game was 9, could have sworn I read that somewhere a while back. But yea I have several enclaves that are allied to me and say "can recruit" but it won't let me for some reason

If you can't recruit ninth survivor it is likely because their enclave
has some active mission or story unfinished.

For example if they give you tip about merchant they will not be recruitable
so long that merchant mission is active.

Or in the case of special enclave, like soldiers, until you finish their last story mission.

9 is considered the "soft cap", meaning the highest you can go under normal circumstances but not the literal max. It is the usual number people mention. It's the highest the game intends for you to go.

12 is the "hard cap", meaning the literal highest you can get, but you need to use specific methods to recruit that high, and even if you mod in more than that the game doesn't recognize them.

Dang so I just screwed myself if I wanted to go more than 9, last thing I did before I got off last night was recruited the cop from a members personal story, which means I now have 9 people and it won't let me have more now?

At least I got somebody to give the computer skill like I originally wanted

Okay the hard cap for Heartland is 8 (not including the starting duo) and like others have said the soft cap is 9 and the hard cap is 12 for campaign mode.

So if in campaign mode then switch map and you can recruit some of the personal quest npc's like the cops brother saving the partner and then you can recruit her.
There are others but that is the one I remember the best.

Once you get 9 there is like 3 other groups of 3 npc's you can recruit to make up 12.
The group I like the most are The Soldiers, 1 has no skill and can be train however you like and the other 2 will have skills but there different every time you play..
They are from the Special Enclaves and you can look up how to get them on the Wiki.

I'm allied with many other enclaves, including the soldiers but I haven't checked to see if any are recruitable since I saw it wouldn't let me before and assume I got too close to the cap when it must have just been a mission.

I'll investigate my allied enclaves once I get home

To recruit an entire special group like the soldiers, for example as one you have to refuse one of the two early missions after the first time you meet. They will then approach you later and ask to join.

I should have explain it a little better, I did not include the starting duo and yes it is 10 total but you can only recruit 8 more is what I meant.
Will go fix that now, thanks for reminding me.

I wait till the last mission then tell them no and they still ask to join my group.

Interesting. I've never seen it go that far, but that's good info! It gives more opportunity to milk more influence and sales of my junk to them.

I usually wait for the "clean slate" mission too.
