Report a translation problem
From what I've experienced, exiling a community member just makes them disappear from the game. So make sure you take all their equipment before you do it. There's no negatives to exiling them either, that I'm aware of.
has some active mission or story unfinished.
For example if they give you tip about merchant they will not be recruitable
so long that merchant mission is active.
Or in the case of special enclave, like soldiers, until you finish their last story mission.
9 is considered the "soft cap", meaning the highest you can go under normal circumstances but not the literal max. It is the usual number people mention. It's the highest the game intends for you to go.
12 is the "hard cap", meaning the literal highest you can get, but you need to use specific methods to recruit that high, and even if you mod in more than that the game doesn't recognize them.
At least I got somebody to give the computer skill like I originally wanted
So if in campaign mode then switch map and you can recruit some of the personal quest npc's like the cops brother saving the partner and then you can recruit her.
There are others but that is the one I remember the best.
Once you get 9 there is like 3 other groups of 3 npc's you can recruit to make up 12.
The group I like the most are The Soldiers, 1 has no skill and can be train however you like and the other 2 will have skills but there different every time you play..
