Warlord mission Build an Armory is Stuck

last time it popped up i claimed a base that had an armory, couldnt build the armory right away. Then later I did, and now the Warlord mission has appeared again and its asking me to find a base with an armory...
Which I have. And I've already built the armory. But the quest isn't completing. Is the game locked there now?

Have also seen it happen it for sheriff with field hospital. I had destroy the building and rebuild it for it to trigger. Seems like if it is built before the quest, then it bugs out
