Not having enough beds really just adds a morale penalty. So you can have too few beds for awhile and it wont hurt much.
In the short term, you can use one of your Outpost slots to turn just about any House into a Safehouse, providing 2 beds. That is, however, a very poor use of the Outpost slot.
Temp I'd say get an outpost in a normal house that gives +2 beds and you can change it later to something else. The starter base is super limited on space. Also every game I've played the very first community you meet I NEVER recruit. They always seem to give extra beds. Sometimes it's the "Bed and Breakfast" which gives +2 beds and +1 food and other times it's "Overflow Barracks" that gives +3 beds. I know I've played the tutorial like 4 times (just cause I like the starting characters) and every time that first community is a Bed and Breakfast if you don't recruit them and get them to Ally status fast.
Are you doing the tutorial? I would assume so since you said you had 4 members and that's the only way to start with more than 3. I know it's a bit lacking in telling you what is going on if you don't have experience from the first game to build on.
