The normal limit is 9.

Only certain missions may give you the opportunity to recruit the 10th survivor.

To go beyond 10, you need to have either a Warlord or a Builder leader and destroy all Plague Hearts on a map. Then you will be given missions that lets you recruit up to 11 (Warlord) and the hard cap at 12 (Builder).

I hope in the next one, they let you create communities and expand on the home base by capturing nearby buildings. Hell, maybe give the ability to create walls around your area to keep zombies out. Then they wouldn't need to limit survivors at all.

Yes until the entire map is your base. Then you get an achievement and a YOU WIN screen.

There are some enclaves (for example the "starving/hungry" enclaves) you can recruit completely after you complete all their missions! So when you have 9 survivors and recruit the whole enclave you can max out your community up to 12 survivors!
In this scenario you don't need to finish a map or the game!

They are 100% useless, though.

Use textbooks on them!

Yeah, sometimes some of them have skill limitations (lower than 8 stars)
But you can use textbooks on them! The car mechanics often don't have these limitations but they are all mechanics IIRC. So i prefer the hunger enclaves in this scenario!

You can get up to twelve, once you have nine survivors, if you cancel an enclave's project, next mission they will give you will allow you to recruit all three.

Only works with medics, mechanics, soldiers, drunks and those useless starving survivors mentioned above.

When do you cancel it? At any time, or after you have talked the "runaway" into going back?

I mean - the prime targets here are the "remaining soldiers" since they often have no 5th skills.

Totally agree. It gets boring once your base is maxed & you cant recruit anymore

Yeah, but at a maxed out 12 survivors community don't clear out any infestations. The overall gameplay difficulty increases (more hords/freaks) and you will have these nice 3 minutes sieges!

I think it is different on for each enclaves but anytime it says " this will cancel enclave's project", that's when you want to decline.

I do it almost exclusively with the soldiers and sometimes drunks (if they have chemists) because I already have a nice medic and mechanic in my group.

I like recruiting soldiers because they often have more stamina and/or health traits and I think they can be any fifth skill (anything that make sense to have in the army, no fifth skill too sometimes which can be nice) I saw specialized cooks, combat medics, airplane engineer and such.

Happy hunting.

I have never experienced that and I was above the soft cap for quite some time. Only downside I have experienced is that since you can't recruit anymore, you may have to turn down potentially good survivors.

I am now at eight survivors and try to keep it that way so I can recruit new people and try to replace those I am not 100% happy with.

In my current game I let the infestations spread and pretend that makes the game harder xD

It makes the game harder! At least a bit. But as said, with 12 survivors and maxed out infestations sieges will be 3 minutes with often 2-3 Juggernauts + Ferals! Great when all your survivors are equipped with high caliber automatic rifles ;)

Yeah my current armament of the 8 other survivors are:

1 Timberwolf
3 1918 BAR with Handmade brakes
1 RTX Rampart
1 RTX Cyclone with advanced choke
2 Dillinger 1911 with advanced brakes
(1 DEVGRU X12 Infiltrator)

So I mostly just watch them slaughter any siege

You still can use Community Editor from Nexus and get as many survivors as you want (i played with ~30 bodies in group, just for all useful skills collection).
