Unable to call for Daybreak trader or operator.

Every time I call for the trader she says no one in Red Talon is available to help me now. And when I call for operator she says I do not have enough space for more operator, even I only have 7 survivors with 4 extra bed slots. Why?

I had no problem calling Daybreak trader 4 times, and this problem occurred suddenly.

It means you have too many enclaves on the map. The limit is 15, including allied, neutral, hostile, traders and "survivor in need/ mysterious broadcasts/ local disturbance" missions.

Remove one enclave and try again.

I had the same issue to get my 9th RT survivor since my map was filled with enclaves. I had to constantly recruit allied enclave member, to dismiss the enclave and kick the recruited person out, to keep my survivor count to 8. Also, it doesn't help that RT survivor recruit radio call has cooldown of 42 mins.

In the end, i managed and now, i have full roster of RT survivors in my community. :D All 10 with different 5th skill.

And yes, game doesn't explain everything or leaves some of it vague.
