cant use the command center if i cant level it up to 3, and it wont let me do that without computer knowledge.

You need to find someone with that skill or you need a book to learn that skill (only people without the 5th skill can learn) .If you need it right now you can befriend me and I'll get you that book

You can find your information via state of decay 2 wikis. It is quite complete

You can get that skillbook from traders (Materials or Parts - not sure, but often the rare Network traders as well). You can also find random skillbooks in the Library (Drucker County/Cascade Hills) or in offices. There is also a small chance of finding one in houses, but that "item pool" is very large so I wouldn't recommend it as a strategy.
