How do you recruit and entire enclave?

Every time I become allied with an enclave I can only ever recruit one of them and the rest will disband and scatter, I've just read that you can recruit all 3, but how?

Typically you cant, sometimes they'll ask to join you as a group.

You can recruit the medics, mechanics, drunks and soldiers enclaves.

You have to do their missions until you get the one that if you refuse, it says that it will cancel the enclaves project. Soon after they will radio you again and offer to join you, if you accept, all three will join.
