How to get a Sheriff?

Is there any way to be sure to start with one or find one in game? Al my starts always have Trader, warlord and/or builder and in game thats the only people I find aswell

Run the tutorial to start your game. The female soldier you get during the tutorial part is a Sheriff.

The soldier is always male for me and the doctor is always female?
Also their jobs are random, iv gotten them as all 4, most of the time traders weirdly enough.

I always pick the brother and sister pair as my characters when doing the tutorial. That may be why? She's always a warlord and he's always a trader. The soldier has always been a female for me, and she's always been a sheriff. The medic has always been male, and he's always been a trader.

Or I could have just gotten bizarrely consistent random results I guess?

Its random. If you do a playthrough hang onto your characters. This way you know who has what role so you can create a new game with the roles that you need. I just finished up Trade Role and now onto Warlord on Standard. After I finish Warlord then I'll bump up the difficulty to Dread. Dread kicks my butt but my goal is to get all the roles unlocked for all the difficulties.
