Not sure how it works on steam, since I own it via Microsoft store, but you'd have to invite them via their Microsoft ID, I assume the same is done through steam as well, unless you can just go through the Steam Friend List, and right click their name and hit "Join", or "invite" through that.

Each player you're trying to invite as well must have their own community/game, as they will be using their own characters, and not the characters you have in your game, or vice versa.
so in other words, we have to start playing in solo, build up the character , then join multiplayer?

you don't need to build a character up at all, everyone simply needs to Start a new game, get their first outpost, and you should be able to start multiplayer afterwards.

But yes, everyone who is wanting to play multiplayer needs to do this, and have at least one active "Community", to use their characters from.

Can the person joining call in radio commands? If so, is it their own from their game they have access to or do you share cooldowns with the community you're visiting? I'm assuming it's the later. Also, how does fatigue work in multiplayer?
Fatigue in multiplayer works the same as in single player, ie after a while the character you are playing becomes fatigued. At that point you should switch to another of your characters at a base or outpost.

Note that all your inactive characters will heal and recover from fatigue while you are playing in multiplayer. So you can play in a single multiplayer session indefinitely by alternating between your characters.
