Each player you're trying to invite as well must have their own community/game, as they will be using their own characters, and not the characters you have in your game, or vice versa.
you don't need to build a character up at all, everyone simply needs to Start a new game, get their first outpost, and you should be able to start multiplayer afterwards.
But yes, everyone who is wanting to play multiplayer needs to do this, and have at least one active "Community", to use their characters from.
Note that all your inactive characters will heal and recover from fatigue while you are playing in multiplayer. So you can play in a single multiplayer session indefinitely by alternating between your characters.
