What exactly does UE3Redist.exe (A:CM secondary installer) install?
I am somewhat hesitant to allow it to run... I imagine it installs a set of 3rd party programs that either I will not need or of conflicting version (sigh, make this *optional*, Valve..!), and while W7's DEP has been quite succesfull at fending these off for other games it appears A:CM absolutely requires it.

With all the negative hoopla surrounding this game I already am not overjoyed to try it out, but with this extra little hurdle I might just give it a pass altogether... anyone knows what it installs?

VC++ runtime libraries, DirectX. Stuff like that. Nothing you should need if you have Windows 7+

Ah, thanks for confirming. I just got around the whole issue in the meantime by simply removing the whole redist folder and allowing Steam to attempt to run the (no longer existing) installer. Which runs the game just fine and cleared up the block in the install process I was having.

*edit: it appears a Steam update is causing all games to halt on the startup/installation process if any secondary installers are blocked by DEP. Let's hope this is a bug and not a new feature!

Actually someone I knew needed Directx 9 for some games to work on his windows 7 properly, and so I had shown him where to get the dxwebsetup back in 2010, and once he downloaded and installed it, some of his old startreck games worked, I think it was windows 7 64 bit, as I have windows 7 ultimate 32 bit.
