Next point... it's supposed to be cartoonish. The entire series is actually cartoonish, always has been. MM8 just really let them put detail on that aesthetic. Look at MM7 and how the graphics slowly became more and more apparent this way between 6, 7 and 8. MM9 and 10 returned to an NES graphical style but the cutscenes pointedly keep the aesthetic going.

In 8, it's childish in every aspect. The way he runs, and all the sound effects like the shooting sound, picking up items, explosive sounds, etc.
Oh and the sounds these green bubbles made. This game makes me feel like watching some cartoon for toddlers on Cartoon Network.

there are a lot of people that like 8 but most would rate it as the weakest of all classic games
Brilliance like Frost Man's cityscape, is contrasted with other stages' misuse of bold and pastel colors.
8 is very middling. But not bad by any means. 7 is far worse.
The snowboarding sections are bad (and control bad), the fact that rush is pretty much pointless , the slow movement speed and a few stages are just boring or drag out too much.
But in the end its stil something that I wouldn't call bad cause it does have (outside of the board sections) good control , beautiful graphics , good levels (again half are boring half are good) .
Its no megaman 9 and 10 though. Those are pretty mucht the perfection of classic megaman design. With that said I do like it more than 3, that is imo the most overrated game in the franchise.
My list would be something like
9-10 > 1 > 4 > 2 > 7 > 6 > 5 > bass > 8 > 3
