Not sure why Valve didn't bother
Probably expecting everyone to allow GOG to access their Steam library (you can get DRM free versions of some of your Steam games this way but I'm not sure I want GOG knowing my $teamy business)
Normally you could find those old manuals & novelties on abandonedware sites but once GOGed, GOG tends to claim entitlement to the instructions as well thus abandoneware sites complying with GOG and removing the material from their site.
