What is "Foil"?

I'm not clear on what the whole "Foil" business is. I see a visual difference in the cards. Are they actually different cards or what? I have the base version of DotP 2012 and don't know if it's worth getting any of the decks (DLC).

"Foil" simply refers to the holographic overlay on cards (both in the digital & real life games). They serve no purpose except to make your cards shiny, feed the human obsession with shiny objects, and inflate card prices (in the real life game).

Regarding your latter question, yes, the DLC decks are worth getting if you want more decks to play (although I would not really bother with the tri-color deck bc it is poorly constructed).
