I'm trying to buy a gift: does the "Magic 2012 Gold Game Bundle" include the "Magic 2012 Gold Deck Bundle"? or does the gold deck have foil cards that the game bundle is missing?

The Gold Deck Bundle has foil conversions for every deck, as well as the deck keys to unlock all cards in each deck. It does NOT include the main game or its expansions; it is simply an add-on.

The Gold Game Bundle is what you want to purchase because it includes the base game and all its expansions. Cards can be unlocked via playing the game, so deck keys are unnecessary. While foil conversions are only accessible via add-on, foil conversions are also unnecessary to play the game.

is this game worth buying? Are people still playing this version?

It's worth it if you like the deck selection/variety in 2012, or are just a huge Magic fan.

Otherwise, I would recommend 2013. Just disable Steam Cloud for it.

It is worth it, and people are still playing. 2013 has many problems which 2012 does not, it's the right choice.

Its good value as a single player game, for an old MTG player.

I would like to buy the "Magic 2012 Gold Deck Bundle" for card unlock, but i don't want the foil conversions.
Is there an option to use only some unlocks or to turn on/off the foil effect for cards?

There is no option to turn on/off the foil effect in 2012. None of your cards will be foiled until you choose to convert them (there should be a foil conversion button on the bottom right hand corner of the deck manager screen).
