For PC this was released through Steam only, not like some older games where you could get a CD and upload it to your Steam library. So the option is to pay for the content as Steam must verify you legally own it through your profile. Though it is low cost, you could add it to your wishlist to keep an eye on it for a sale or if one of your friends might gift it for you. If you do end up getting it, have fun.
