There isn't a specific countering system in place, but there are benefits to counter-punching. Countering ensures that they're leaving an opening for you to hit while they're unable to evade. If they're moving into your punch, then they will take more damage from your hit as well. If they're lunging at you and you catch them with a hard right straight, they should be taking a very damaging hit.
What's not represented well with the current system is that in real life they can catch opponents unaware so that they're unable to mitigate the damage of an incoming punch through proper head movement. Both the player and the AI can avoid damage by moving or turning their head away from punches, but the AI doesn't have intelligent head control to be able to do this. So you're basically getting this bonus all the time on the AI and don't have an additional benefit from countering.
