Ideally, especially for new players? Yes. You wanna save as many bullets as you can for when you actually need them. Death by no ammo is a real thing here, happens to people fairly often.
However a lot of levels, particularly A-tiers are relatively generous with ammo and don't have too many enemies, so you can genuinely get away by just going brrrt. But you'll have to be experienced and know how to search for ammo to truly get away with it.
Once you start entering C tiers and higher - stealth (or lack thereof) will be more impactful on your long term survival.

- Use your melee when you can to save ammo
- Bring highly ammo efficient weapons
Usually yes.
It is true though, that good stealth is quite fast and fun. You basically walk around and stab everything in the head, before they finish their animations and trigger the alarm for the room. Sometimes you have a little melee skirmish.

some levels have sections where if you mess up stealth you are dead meat
