R4E1 Still locked out even though I beat D1 and D2, why?

Maybe someone knows why, I beat D1 and D2 in rundown 4, but E1 is still grayed out. Am I missing something????

you need ALL R4 levels complete. only mains needed. This is the case for all E levels btw
