How Do You Get Apparel?

I looked it up on the Wiki, apparently anything that isn't Limited is acquired just through completing expeditions, however sometimes I don't get any apparel through an expedition and I definitely don't have them all

I know you're not always gonna get one, but is an apparel drop rarer than I thought?

PS:
Can you just replay the first expedition over and over again to get more apparel? Or do you eventually run out and have to wait until the next Rundown to get more?

You can see in the rundown menu what you need to do for apparel drops.
IE 6x main completions or secondary, overload, etc.

So yes, I have to wait until next Rundown to get more and replaying the first expedition won't cut it

Now that's just unfair, they're just cosmetics, why make the process so tedious?

Because devs are afraid people won't play without a carrot to chase. It's sad because the apparel update was what I wanted the most in this game, but the implementation is just terrible. As a solo player it took me way too long to finish the majority of unlocks, and now they're locking limited cosmetics behind rundowns specific missions too.
