Not sure if that is true, Space Engineers released in 2019 has a four pack option.

I believe they were allowed to keep their four-pack option through to non-Early Access release because of that.
I think the developers can so do it, they gave out the Alpha keys as a four back.
That was different as the keys given were for a free version of the game. Nobody bought access to the Alpha, when it comes to money Steam rules must be different as they allow abuse of the system.
Okay.
That was for the Alpha testing of the game. In which users were given keys to share for temporary access to the Alpha/Beta testing phase. It's not about if this can technically be done, just simply Steam generally doesn't do it anymore.
