You could eventually search the info about which engine they wanted to use for Project Warden (?) or whatever it was called before. I'm pretty sure the engine was mentioned and that it was Unity.
More like Unreal 3.5

One has to diferentiate between Overkill prior and after being acquired by Starbreeze. That's where most of the mess stems from. There are at least 2 key figures present for this project from the old Grin (bionic commando/rearmed) / original Overkill (payday1) etc. I'm not hyped, but I do believe in them.
About the engine, I don't think it's unity. It looks more like unreal 4 to me or something custom even.

And I'm pretty sure they said it, that theyr gonna be using Unity, in some livestream/tweet months ago

Nooooo, my interest dropped rapidly after witnessing that they are indeed using unity3d. Thanks, I guess.
