That's kinda silly to think that way, isn't it? It's been years since the first PC even got an update. To think they would do another dlc now, would be... I dunno. They got their money's worth out of the first game, so it make sense for it to be a full out sequel.
Now, you young-ones might not know or remember this, but there was a time where the term 'dlc' didn't exist and instead we had 'expansions.' Expansions could be standalone WITHOUT being a sequel.
But it could still have considerable engine improvements. So, reasoning like that, it might be an expansion. However, they've already said that assets and other things from the first game are outright incompatible because of the engine improvements.
That said, it's still extremely GREEDY to place a bunch of rides behind a higher paywall and it doesn't imply much good for how many dlc they may or may not already be working on.
Frontier, like paradox won't learn when it comes to their business model. The only thing they care about, is their bottom line aka MONEY.
Could the game be sold a little cheaper? Sure. But then, it MIGHT be a sort-of kinda failure?
We'll see. Game release isn't for a few more weeks yet, so there might be more gameplay releases or (when pigs fly) a reduction in price.

Also, I couldn't care less if the game is less, more or equally as pretty. It's the gameplay that should be their number one priority. Graphics are a bonus, sure. Stability and all that though, is far more important.
You're telling me *wooden coasters of all kinds* are *locked behind DLC???* You literally are locking one of the fundamentals of most good amusement parks, and some of the most fun coasters to build and decorate behind a 15 dollar paywall?
