Go to this folder:
"%userprofile%\AppData\Local\Frontier Developments\Planet Coaster\Config_Local"
And edit one of the configuration files that has the value GUI scale in it. Change the value to 1.000000 and restart the game.
Gets out of the swamp...
Except I don't have to Config_Local folder. Any idea what to do?
RESOLVED - thought some might want to know my resolution
Ok this took me a while to find but the issue was that steam kept on auto changing the resolution so that i just slightly couldn't change the options as the option to apply was offscreen. I had to go into the Geforce now settings and disable all the autoswitching of the resolution to account for bandwidth and force it to set a higher resolution such as 1920x1080 and so i could then amend the settings in the game again
my game is super zoomed in too and i cant find the folder

or anything like that ti change the settings is there anything i can do now to try and get the files back on my pc
Click on local disk C: .
At top top of page click on view tab.
At the top right you should see a check box for hidden items check it.
You should now be able to find and double click on users then double click on the folder with your user name then appdata, local, frontier developments, planet coaster, config local. There you will find the config files to edit them right click and open with notepad. If you mess them up you can delete one or all of them and the game will rewrite them on the next game start.
I have Nvidia Geforce Experience (i believe that Radeon Software is the same?) and through this you can adjust the game settings before launching the game.
For me the issue was my monitor is 4K (a TV in my living room) so this is the resolution the game wanted to play in for the zoom level to be "right". I set the resolution in Geforce Experience to 3840 x 2160 and then the size of the interface was right when I started the game.
The next issue was the game didn't run well at that resolution. To get around this, in the in game settings I changed the interface scaling by going to Settings > Interface > adjusting the slider to 160%. This made the interface very small but I could then change the resolution back to 1080 x 1920 and everything was the "right" size again and would run well.
Your settings might be different to mine but the method for changing it should still work.
