I just got the game because of it being 1 euro, but I remembered there was a ghostbuster DLC, I figured out it's no longer available for purchase (because of licencing issues), I need that DLC for tons of workshop items, can you still get it anywhere?

It's not no. As you mentioned the 5 year license has expired so it's no longer available for anyone to purchase.
