That will place 3D Arrows at the center of the item, no matter what it is. Then you can use the mouse to click-and-hold on the arrow pointing in the direction you want, that is, UP. Move the mouse carefully up and down while holding the click on that arrow. Click the "Check" button when you have it where you want.
There is also a menu option on that control that switches to Rotation mode. For rides and buildings, you can only rotate around the Z axis (i.e., what you'd expect) but for scenery items you can rotate them in any of the 3D directions.
You get a lot more control this way.
Also yeah likely as said by unca the advanced move (its not called advanced edit in game but the community likes to name it like that) would be even better at placing what you want where you want.
