8GB ram is low, but should work. What graphics h/w does it use?
My opinion is, upgrade to Windows 10 and try it.
Personally, I'm not getting Windows 11 until there is absolutely no other choice. I'm hoping by the time that happens, Windows 12 will be available.
Oh, and it's Windows 10.

* Starting January 1st, 2024, the Steam Client will only support Windows 10 and later versions.
You might note that their recommendation of Windows 7 would indicate these specs to be rather old. They're only just now getting to Officially supporting Windows 10. I don't think Windows 11 is on their radar as yet, words to "and later versions" notwithstanding.
I recommend checking your video drivers straight from the manufacturer. Not long ago I let Windows check for updates and it said all was up to date. Then I went to the nVidia website and let them have a go and it gave me a new driver that made some of my other, newer, games much better.
If none of that helps then see if you can roll back to Win 10. My own laptop has stats similar to unca.alby and also running Win 10. It runs fine, but my super large dream park is starting to slow down with all the stuff I keep building into it.

This happens a lot. A game has a bit of code that calls upon another code from the OS. The OS developers eventually change, move, or replace that code in a newer version, and now the game gets an error when it goes looking for what it wants. With games that are actively being developed, they get fixed regularly. Older games like Planet Coaster do not get the constant attention, so the devs have to weigh in on how much work it will take to fix.
If you ever tried in vain to run an older windows game in "Compatibility Mode" then you too have seen this before.
Let's not forget ... sometimes, Microsoft just puts out a buggy product. There have been more than one "Critical Update" where the unspoken main purpose was to fix problems caused by a previous update.
I count myself lucky that I have mostly been able to avoid the "Every Other OS is Drek" syndrome they seem to have. I was able to skip "Vista" and go straight into Windows 7. Then I was able to skip Windows 8 and go straight into Windows 10. These days, I'm hoping Windows 12 will come out in a timely fashion so I can skip Windows 11.
